Astana. April 23. Kazakhstan Today - Today, a meeting on the development of Astanaat the Palace of Independenceunder the chairmanship of the Head of State NursultanNazarbayev was held, Kazakhstan Today reports.
"The meeting was devoted to issues of further development of the city of Astana, and the preparations for the Expo-2017," the Presidential press-service informed.
In his speech, President Nursultan Nazarbayev, touching on the theme of architecture and urban planning, underlined the problem of shortage of parking spaces, even in new buildings.
"With the construction of new houses I instructed to provide parking. However, there are only 3.5 thousand parking places for 41,000 apartments, introduced over the last three years. Reason is that the city administration gives permission to build houses without parking. I instruct the General Prosecutor's Office to check out these facts, and to report, who issue permits for houses without parking lots, yards, and playgrounds," President of Kazakhstan said.
Nazarbayev also said that Astana twice decreased the amount of undisbursed funds, the number of facts of value appreciation of projects decreased from 18 to 5, payable loans decreased. However, there is a need to strengthen the control over the planning of the budget by eliminating redistribution facts.
In addition, President drew attention to the lack of a unified approach and transparency in the purchase of land, causing differences in prices varying by 10 times. He underlined the need to improve land management.
"The capital's land is an important economic asset for attracting investment. Yet today, according to the General Prosecutor's Office, the city has not developed 503 plots of more than 10,000 hectares. Many people took a lot of land for a pittance, and now they do nothing. They are waiting, when it can be resold .I instructed to introduce the increased land tax. I instruct to resolve this issue before the yearend," said Nursultan Nazarbayev.
